National Summer Transportation Institutes (NSTI)

In an effort to support the development of a diverse, well-qualified workforce for the 21st century transportation industry, the National Summer Transportation Institute (NSTI) Program serves to increase awareness and stimulate interest in transportation to middle and high school students. NSTI is a two to four-week Science, Technology, Engineering and Math (STEM) – focused program that exposes students to the transportation and encourages them to pursue transportation-related courses of study at the college and university level.


Institutions of higher education host students to introduce them to all modes of transportation. Accredited colleges and universities are selected as host sites upon application to a State DOT, which provides oversight along with program support and guidance from the FHWA Division Office.

On-the-Job Training Supportive Services (OJT/SS)

On-the-Job Training Supportive Services (OJT/SS) is to provide a career path for minority, women, and/or disadvantaged groups and individuals and must also demonstrate involvement and collaboration among construction and professional trade associations, contractors, educational institutions (trade schools, public schools, community colleges, and universities), Departments of Labor, Departments of Education, and/or advocacy, non-profit, or veteran organizations.

Fall 2023 – AAS with an Emphasis in Pre-Engineering Scholarships Available for 10 Full Time Students with NMC enrolled in the AAS with an Emphasis in Pre-Engineering Program

Applications (only10 available) are available for pick up at the DPW Highway Office located on the 2nd Flr. of the Joeten Oleai Commercial Building Suite 211 from August 28, 2023 and last day to submit is on September 8, 2023.

        • (Original Signed IDP from your advisor or Letter of
        • Acceptance)
        • Class Schedule for FA23
        • Valid Photo ID

Training Resources

Highway Construction Workforce Partnership: The HCWP grew out of the OJT/SS program and focuses on increasing the capacity and capability of the highway construction workforce. By partnering with key organizations to develop and deploy highway construction training and placement programs, this initiative will increase the number of individuals trained and hired in highway construction trades and crafts.
